I recommend a Finnex RayII (dual 7000k strips, not actinic) or a Finnex Fugeray. I use pool filter sand (dirt cheap) in my tanks, but fluorite and very small gravel (2-3mm) are fine too.

Also I use Carib Sea sand from petsmart in my 29 gallon high tank and wanted to add it to the 5 gallon I had and since the current from the filter would stir it up it never really settled. It's very hard to find a heavy enough sand in such a shallow tank.
